A new law, lower prices put big bite in metal thefts

"It wasn't long ago when the theft of copper and other semiprecious metals was so rampant that it seemed to be part of some post-apocalyptic world where scavengers roamed the streets." This especially affected thefts of bronze memorials. But this may be turning around.
